The same problems with councils are fairly obviously common throughout New Zealand – an overstaffed bureaucracy, staff trying (and generally succeeding) in controlling elected councilors. Overspending on nice-to-have items and generally turning a deaf ear to what ratepayers really want plus a general lack of transparency.

I agree Roger. We used to have a Public Service which understood its duty to keep a lid on things, but those days are long gone. It is a forlorn hope to believe that elected representatives coming in on the popular vote will do anything about it, unless either it becomes a common expectation of the people or the government sets some rate cap rules in place.
