October Revolution for Taupo?

On Tuesday 17 June, I spoke alongside fellow Letโ€™s Go Taupล candidates ๐—›๐—ผ๐—ฝ๐—ฒ ๐—ช๐—ผ๐—ผ๐—ฑ๐˜„๐—ฎ๐—ฟ๐—ฑ, ๐—ฅ๐—ฒ๐—ฏ๐—ฒ๐—ฐ๐—ฐ๐—ฎ ๐—ฆ๐˜๐—ฎ๐—ณ๐—ณ๐—ผ๐—ฟ๐—ฑ and ๐—”๐—ป๐—ป ๐—ง๐˜„๐—ฒ๐—ฒ๐—ฑ๐—ถ๐—ฒ at Acacia Bay Community Hall. ๐—ฃ๐—ฒ๐˜๐—ฒ ๐—ช๐—ถ๐—น๐—ฑ๐—ถ๐—ป๐—ด also joined us with a solid contribution, and ๐—ง๐—ฟ๐—ถ๐˜€๐˜๐—ฎ๐—ป ๐—•๐—ฎ๐˜†๐—ป๐—ต๐—ฎ๐—บ kept the evening on track as MC.

We had a good turnout with around 30 or so people who listened, asked thoughtful questions, and most of allโ€”they engaged.

My talk was about how I see Taupล District Council really works behind the scenes, and itโ€™s not very pretty. I see rates keep going up not by accident, but because ๐—–๐—ผ๐˜‚๐—ป๐—ฐ๐—ถ๐—น ๐—ฏ๐˜‚๐—ฟ๐—ฒ๐—ฎ๐˜‚๐—ฐ๐—ฟ๐—ฎ๐˜๐˜€ ๐—ฑ๐—ฟ๐—ถ๐˜ƒ๐—ฒ ๐˜๐—ต๐—ฒ ๐—ฎ๐—ด๐—ฒ๐—ป๐—ฑ๐—ฎ ๐—ฎ๐—ป๐—ฑ ๐˜„๐—ถ๐˜๐—ต ๐—ฒ๐—น๐—ฒ๐—ฐ๐˜๐—ฒ๐—ฑ ๐—บ๐—ฒ๐—บ๐—ฏ๐—ฒ๐—ฟ๐˜€ ๐—ท๐˜‚๐˜€๐˜ ๐—น๐—ฒ๐˜๐˜๐—ถ๐—ป๐—ด ๐˜๐—ต๐—ฒ๐—บ ๐—ฑ๐—ผ ๐—ถ๐˜. Reports get buried, decisions are effectively made before the public meetings even happen, and anyone who asks questions or challenges a narrative is a problem to be shut down.

Thatโ€™s not how democracy is meant to work, and I donโ€™t believe the public is okay with it.

This past week, Taupล District Council held a โ€œRisk Appetiteโ€ workshop. I did not attend.

Not because I donโ€™t value risk managementโ€”quite the opposite. But I value my time too much to sit through what looked like a governance theatre of perception, and not the real thing.

The session wasnโ€™t recorded, so there was no audio or minutes or public visibilityโ€”just private talk about public risk, minus the public accountability.

And yet, one of the stated pillars of a healthy risk management culture? โ€œ๐—ง๐—ฟ๐—ฎ๐—ป๐˜€๐—ฝ๐—ฎ๐—ฟ๐—ฒ๐—ป๐—ฐ๐˜† ๐—ฏ๐—ฒ๐˜๐˜„๐—ฒ๐—ฒ๐—ป ๐—บ๐—ฎ๐—ป๐—ฎ๐—ด๐—ฒ๐—บ๐—ฒ๐—ป๐˜ ๐—ฎ๐—ป๐—ฑ ๐—ด๐—ผ๐˜ƒ๐—ฒ๐—ฟ๐—ป๐—ฎ๐—ป๐—ฐ๐—ฒโ€.

Thatโ€™s one thing this Council has yet to grasp, as I hope some of you will recognise from my past posts.

So I declined to attend, to lend any sort of silent legitimacy to a closed-door performance costumed in the language of integrity. That would just be propaganda, wouldnโ€™t it?

Councillor Duncan of Taupo District Council reporting, this time on a few recent Council happenings which you may be interested in hearing about.

Item 5.2 of the last Tuesday Council meeting 27 May was for the adoption of a Freedom of Expression Policy (refer https://youtu.be/3G1FF75poso?si=hTYbfU3yjqWfwY8M&t=410 )

On that same day we also held a confidential workshop entitled โ€œDevelopment of a Joint Management Agreement (JMA) with Tuwharetoa Trust Boardโ€.  For not-so-obvious reasons I am unable to divulge too much about the contents of that meeting, except to say that my impression has not changed from when it was first tabled as Item 5.4 of the Council meeting on 24 September 2024 (see: https://youtu.be/vFVaXHrneNo?si=o0SXo8mkjizEVBjK&t=2365 ).  This JMA doesnโ€™t seem to serve much of a constructive purpose for Taupo constituents that I can tell, and it is hard to shake a perception that this is not some kind of surreptitious attempt at Co-governance.  Further information can be found here:  https://www.environmentguide.org.nz/rma/maori-and-the-rma/

Lastly, at another workshop on 22 May, myself & Councillor Greenslade advocated for free entry for 16 yrs & under to the Turangi Pools.ย  My guesstimate is that it will not make one jot of difference to anything or anybody else, but it will take a majority vote from other elected members to make it happen of whom none displayed much enthusiasm. From the 7 min mark of this Rotorua Lakes Council (RLC) meeting on 28 May, is the part where elected members have opportunity to mention any items of interest not on the meeting agenda. For this to happen at a Taupo District Council meeting, a Notice of Motion (NoM) has to be submitted in writing five days prior, and subject to agreement by another elected member first.

Also note the NoM immediately afterwards by Rotorua Cr O’Brien. Apart from the half dozen NoM’s of my own, there has not been a single NoM by any another elected member all of this term (except for the NoM by Cr Loughlin last October to amend Standing Orders and squash opportunity for dissent).

I hope this puts into some context the state of your local democracy under its current oppressive regime.

Gaslit Gala of the Smokin’ Mirrors: Northern Access Workshop

โ€œThis is just a workshop.โ€

That line was used like a spell to ward off scrutinyโ€”as if $300,000 in consultant fees doesnโ€™t warrant any questions or need to have come up with a clear way forward.

When I asked why ๐˜ต๐˜ฉ๐˜ฆ ๐˜ฎ๐˜ฐ๐˜ด๐˜ต ๐˜ฒ๐˜ถ๐˜ข๐˜ญ๐˜ช๐˜ง๐˜ช๐˜ฆ๐˜ฅ ๐˜ต๐˜ณ๐˜ข๐˜ฏ๐˜ด๐˜ฑ๐˜ฐ๐˜ณ๐˜ต ๐˜ฆ๐˜ฏ๐˜จ๐˜ช๐˜ฏ๐˜ฆ๐˜ฆ๐˜ณ ๐˜ฐ๐˜ฏ ๐˜Š๐˜ฐ๐˜ถ๐˜ฏ๐˜ค๐˜ช๐˜ญ was excluded from the steering group or even having any opportunity to contribute, I got:

โ€ข โ€œThere was a voteโ€ (๐˜›๐˜ฉ๐˜ฆ๐˜ณ๐˜ฆ ๐˜ธ๐˜ข๐˜ด๐˜ฏ’๐˜ต).

โ€ข โ€œThis isnโ€™t the forum for grievancesโ€ (๐˜œ๐˜ฏ๐˜ญ๐˜ฆ๐˜ด๐˜ด ๐˜บ๐˜ฐ๐˜ถ๐˜ณ ๐˜จ๐˜ณ๐˜ช๐˜ฆ๐˜ท๐˜ข๐˜ฏ๐˜ค๐˜ฆ ๐˜ง๐˜ช๐˜ต๐˜ด ๐˜ต๐˜ฉ๐˜ฆ๐˜ช๐˜ณ ๐˜ฏ๐˜ข๐˜ณ๐˜ณ๐˜ข๐˜ต๐˜ช๐˜ท๐˜ฆ).

When I raised alternatives like:

โ€ข tidal flow lanes,

โ€ข public transport modeling,

โ€ข emergency Bailey Bridge contingencies…

โ€ฆI was shut down, reframed, or scolded for โ€œderailing the meetingโ€.

Hereโ€™s the script being sold:

Growth is inevitable. One bridge is failing. A second bridge is the only fix. Trust the experts (๐˜ฆ๐˜น๐˜ค๐˜ฆ๐˜ฑ๐˜ต ๐˜ต๐˜ฉ๐˜ฆ ๐˜ฐ๐˜ฏ๐˜ฆ ๐˜ค๐˜ข๐˜ญ๐˜ญ๐˜ฆ๐˜ฅ ๐˜‹๐˜ถ๐˜ฏ๐˜ค๐˜ข๐˜ฏ).

What wasnโ€™t done:

โ€ข โŒ No structural assessment of the current bridge (even though we need to keep it going anyway โ€“ so are we going to have to pay for ๐˜ต๐˜ธ๐˜ฐ new bridges not just one?)

โ€ข โŒ No serious public transport scenarios

โ€ข โŒ No evaluation of a three-lane tidal-flow option with a direct Waikato St link

โ€ข โŒ No stated clarity on Mercuryโ€™s actual intentions with the control gates

โ€ข โŒ No proposed public input until 2027

โ€ข โŒ And still no reason given why consultant reports werenโ€™t or still canโ€™t be released ten months after their completion.

So what did we really get for the $300K spent to date? Not very much is all I can tell, except the necessary excuse to increase Development Contribution fees.

And contrary to assertions – Yes, this โ€œnon-decision-making workshopโ€ only happened because I ๐˜ง๐˜ฐ๐˜ณ๐˜ค๐˜ฆ๐˜ฅ it to happen via a Notice of Motion nearly one year ago.

In a vote taken where I was the only dissenter, the Taupล Reserves and Roading Committee yesterday (Item 5.4, 20 May meeting) approved the removal of three mature silver birch trees from the Tapuaeharuru lakefront cliffs.

I voted ๐˜ข๐˜จ๐˜ข๐˜ช๐˜ฏ๐˜ด๐˜ต this, and hereโ€™s why:

While the erosion of the cliff is real, we were ๐˜ฏ๐˜ฐ๐˜ต ๐˜ฑ๐˜ณ๐˜ฐ๐˜ท๐˜ช๐˜ฅ๐˜ฆ๐˜ฅ ๐˜ธ๐˜ช๐˜ต๐˜ฉ ๐˜ข๐˜ฏ๐˜บ ๐˜ค๐˜ฐ๐˜ด๐˜ต๐˜ฆ๐˜ฅ ๐˜ฆ๐˜ฏ๐˜จ๐˜ช๐˜ฏ๐˜ฆ๐˜ฆ๐˜ณ๐˜ช๐˜ฏ๐˜จ ๐˜ข๐˜ญ๐˜ต๐˜ฆ๐˜ณ๐˜ฏ๐˜ข๐˜ต๐˜ช๐˜ท๐˜ฆ. If we are to trade away decades-old treesโ€”public assetsโ€”we should at least be able to explain how much it would have cost to save them. We werenโ€™t and we canโ€™t, so that to me was insufficient grounds to proceed with the undue urgency I felt we were being pressed into.

Are there any tree huggers in Taupล? Iโ€™m not one myself, but suspect that if this were happening in Auckland weโ€™d be hearing about it and loudly. If not, that’s okay. Move along, nothing to see here.

Tonight at 6pm (20 May), Tony Hale, General Manager of Community Infrastructure and Services at Taupล District Council, will be speaking to the Acacia Bay Residents Association about the Councilโ€™s โ€œLocal Waters Done Wellโ€ decision.

Tony speaks well and often. What he does not do is disclose his own professional background. Despite multiple formal requests, Iโ€”as an elected councillorโ€”was denied access to his resume and to key documentation that could have been shared with external experts for independent review.

That means Council made a preferred decision on a $100M+ water restructure with no clarity about the experience of the person driving itโ€”and no opportunity for robust due diligence.

I wonโ€™t be at tonightโ€™s meeting, but if you are, I suggest one simple question:

Taupล Councillor Duncan Campbell reportingโ€”as I see things anyway.

Next Thursday 22 May, Council will workshop the Northern Access Transport Studyโ€”the same study I was excluded from contributing to, despite this being squarely within my professional area of expertise. Itโ€™s also the same study for which last July I had to table a formal Notice of Motion just to make a workshop happen at all.

As with the Waters Done Well endeavour, I was again denied PDF access to the underlying reports thus preventing third-party review. Once again the documents remain locked behind a security-walled read-only platform, under the unsubstantiated banner of โ€œconfidentiality.โ€ This obstructive pattern I have already referred to the Ombudsman.

This study underpins a $70M or so line item in our Long-Term Plan, and has received minimal scrutiny from elected members outside the Mayorโ€™s handpicked steering group of Crs Taylor, Oโ€™Loughlin, and Williamson, and despite my efforts throughout. The public also, has been provided virtually no substantive information about whatโ€™s being planned or why. For a project of such significance to the constituents of Taupo, I say these are acts of audacity if not outright negligence.

Aside from these much less-than-transparent goings on, at the workshop next week Iโ€™ll be asking some questions including:

โ€ข Why was the option of three-laning the existing Control Gates Bridge not seriously evaluated? If that happened, is a second bridge even really necessary?
โ€ข On what evidence are traffic signal intersections being preferred over roundabouts for Taupo township? The report inferred that multi-lane roundabouts are unsuitable in areas with high pedestrian/cyclist activityโ€”yet no supporting data is provided, and clearly some New Zealand cities do use them in these situations.

These are basic questions which should have been properly addressed very early on, but simply havenโ€™t. My professional experience is that when decision-makers are much less informed than the consultants they rely on, poor outcomes are often inevitable. I see it as my job to help prevent this happening, and in fact it was a reason many people voted for me in the first place.

Microphone Management or Message Manipulation?

Iโ€™ve asked Taupล District Council to tighten up how microphone muting and audio-visual records are handled during meetings. Since moving into the new Council Building, all mic control has sat with the Chairโ€”and thereโ€™s no official record of when or how that control is exercised.

Speakers can be cut off at the Chairโ€™s discretion, and because the camera automatically shifts to the next speaker, the public watching may never know it happened. That should concern everyone who values transparency.

Iโ€™ve proposed a basic safeguard: let elected members control their own microphones, or at the very least, keep a log of any muting events so they can be independently reviewed. So far, I’ve received no formal responseโ€”only the implication that if Iโ€™m the only one asking questions, then I must be the problem.

If youโ€™re watching Council meetings and notice audio dropouts, silenced speakers, or unexplained gaps in the livestream, please let me know. Democracy belongs to all of usโ€”not just the one with their finger on the mute button.
